We are looking for a Environmental Engineer dedicated to providing General Engineering and Environmental Engineering support services to the Directorate of Public Works (DPW) office of the Black Sea Area Support Team (BSAST) at Novo Selo, Sliven. The person shall assist the US Government Contracting Officer and the Contracting Officer’s Representative (COR) in performing a variety of Quality Assurance (QA) duties. The person shall provide multi-disciplined Environmental Engineering services to assist US Government personnel for an initial contract period of 12 months. 

Responsibilities:
- Shall provide technical instruction, coordination, and oversight of the operation, maintenance, repair, and minor construction of BSAST facilities and associated infrastructure in Bulgaria. Areas of responsibility include buildings and structures; HVAC, electrical, natural gas, water, and wastewater systems; roads and grounds; custodial services; refuse removal; pest control; housing/billeting; and work control and management.
- shall provide assistance to the COR with respect to minor construction and/or operation and maintenance (O&M) inspections for QA services as specified herein for assurance of compliance with Host Nation law, codes, and regulations.
-Shall conduct QA on engineering service contracts. Ensure standards and requirements of the contract are followed, regularly monitor service quality, and assist the COR in resolving problems.
- Shall assist in developing plans and standards for such projects. Includes field surveys, basic technical drawing, and cost estimation. Also may include market research and assistance to acquire equipment and materials.
- Shall review environmental technical and legal U.S., Host Nation, NATO, and EU laws, regulations, and procedures which are relevant in support of the BSAST mission.
- Shall also review Requests for Information (RFIs) and track timeliness of response
- Shall assist in conducting environmental baseline surveys.


Requirements:

- Engineering or science degree, 4 year, relative to environmental studies. Degree shall be from an accredited university recognized by the US or an European Union country.
- Minimum of 2 years experience providing environmental consultation services; may include soil/groundwater remediation studies, environmental protection projects, and/or waste management.
- Minimum 1 year experience working with multi-national agencies or companies.
- Familiarity with Novo Selo Training Area preferred, not mandatory.
- Fluency in speaking, reading, and writing both English and Bulgarian.
- Computer literate to include proficiency in Microsoft (MS) Outlook, Office, Word, and Excel.

The Person must willing to live close to Novo Selo for 12 months minimum.
